The law on seed production itself will enter into force, as planned, from September 1, 2023. But, for example, the rules on issuing a genetic passport for a variety or hybrid of an agricultural plant will enter into effective January 1, 2024. The issuance of such a passport is required if the analysis did not reveal genetically modified organisms in the seeds and tests were carried out on the usefulness of a variety or hybrid from a list approved by the government. The passport must contain the name of the variety or hybrid, class, category, protein or DNA markers and other information. On September 1, 2025, the introduction of the rules for issuing a passport at the applicant’s expense, as well as the maintenance of a unified database of seed genetic passports and the formation of a bank of such samples, are postponed.
The entry into force of the rules on the approval of the procedure for the storage, production and use of seeds and on the payment of state taxes for the consideration of applications for entering information in the state register of varieties and hybrids of approved agricultural plants is postponed for use as of September 1, 2024.
