The president of the Association of Self-Employed Workers (ATA) and vice president of the Spanish Confederation of Business Organizations (CEOE), Lorenzo Amor, pointed out this Monday that reaching an agreement on the last block of the pension reform will be quite “difficult”. , because the employers are not going to support measures that suppose an increase in costs for the companies.

In an interview in RNE collected by the Efe Agency, Amor has stressed that the measures proposed in the last part of the pension reform addressed the uncapping of the maximum contribution bases and the maximum pension. In addition, he also proposes better coverage of contribution gaps in irregular work careers and measures to reduce the gender gap in pensions. “I see an agreement difficult,” Amor has anticipated.

The objective of the Government was to have approved before December 31 the last block of measures on the pension system, which includes the increase in bases and maximum pensions, as well as the “adequacy” of the calculation period, that is, the years of contributions taken into account to calculate the pension.

Why hasn’t the reform been resolved yet?

The ‘problem’ is that the Ministry has also put on the table a proposal to progressively extend the pension calculation period from the current 25 years to a total of 30 years, with the discarding of the two worst years of contributions.

This last point generates important differences both with employers and unions and between government partners. Regarding the Minimum Wage, Amor has valued the proposal made by CEOE, a 4% increase, and has stressed that public contracts can be reviewed with these increases.

The fees of the self-employed

Regarding the new quota system for the self-employed that will come into force as of January 2023, Lorenzo Amor, president of ATA, has stressed that the majority of self-employed workers would pay less as of this year.

This change becomes effective, since, instead of choosing the contribution between the minimum and the maximum base, regardless of actual income, as had been done up to now, the fee paid by each self-employed person must be configured to the reality of income from next year.
