As of March, the law restricting access to USRN information should enter into force. Information about who owns the property will be provided only to the owners themselves or with their permission (for this, the owner will need to apply to Rosreestr), as well as in special cases through notaries. Now the organizers of the general meetings of owners receive extracts from the USRN, which specify who exactly is the owner of a particular apartment.
Experts from the housing and communal services industry believe that this innovation will lead to the collapse of housing and communal services, since without general meetings it is impossible to start reviewing and solving other problems.
“The meetings will probably be reduced several times,” believes Svetlana Razvorotneva. “The whole industry will stand up. Neither hold meetings, nor conclude an agreement, nor make accumulations. Everyone here is actively looking for some ways to overcome this situation. Most Most likely, the necessary information is contained in the GIS of housing and communal services, but so far the GIS for housing and communal services is not yet ready and, probably, the only option would be to postpone the entry into force of this law.”
